Abstract
This study investigated the dynamic enactment process of the ACT ON SPECIAL CASES CONCERNING THE PUNISHMENT, ETC. OF CHILD ABUSE CRIMES in 2014 by using the Policy Stream Model as described by Kingdon. The Problem Stream includes (1) the exacerbation of child maltreatment indicators, (2) the occurrence of cruel child maltreatment events and (3) feedback from the limitations of the CHILD WELFARE ACT. The Political stream includes (1) the national mood of child rights advocates and (2) organized political forces within policy communities. The Policy stream includes (1) parliamentary legislation bills, (2) government legislation bills and (3) pending legislation bills proposed by policy communities. Policy entrepeneurs play a significant role when these three streams combine upon opening of a policy window. Cruel child maltreatment events may trigger policy windows to open
